Parking Facility Rules Announcement

City of Durham

Durham Police and Transportation staff received reports of vehicles illegally speeding, racing, and causing excessive noise in the Morgan Rigsbee Garage.  The observed activities are dangerous and can result in injury or death to those who participate. Innocent bystanders can be harmed.  

Thanks to watchful residents who provided evening reports on January 28 and December 31. 

We consulted with the City Attorney’s on these actions: 

  • 14 license plates captured on camera on Jan. 28 are now blacklisted and not allowed in any city-owned parking facilities; gates will not open for vehicles with those plates.  
  • Warning letters will be delivered to the owners of each of those vehicles.  
  • Anyone who drives through or damages a parking gate can be fined and court action is possible.  

Residents should call 911 if they see racing or hear suspicious sounds in parking facilities so police officers can investigate.  Everyone has a right to feel safe on city properties. Parking garages and lots are for parking.  

We use a combined approach to monitor facilities: surveillance cameras, private security patrols, and license plate recognition.  Staff are accessing other measures that could prevent this from happening in the future.
